The hike begins at a locked gate that says "no trespassing, government property" We took our youth group hiking a few months ago, there were many other hikers. We saw a couple government service vehicles there but the employees just smiled and waved. There used to be a hole in the fence but they repaired it. Just walk to the left and go around the fence. Most of the trail is gravel but there are some muddy parts. The falls are beautiful and make for a great photo op.
